UAE Firms Must Hire Emiratis by Dec 31 or Face Fines
Ministry of Human Resources and Emiratisation (MoHRE) has reminded companies in the private sector in the UAE to achieve Emiratisation goals by the end of 2025. Companies that do not comply with the penalties will face penalties starting January 1, 2026.
This step will contribute to the national vision of the UAE to make Emirati citizens more empowered in the labor force and enhance the economic sustainability of the state.

Emiratisation Rules for Companies
According to the most recent order, the conditions are conditioned by the size of the company:
- Companies that have 50 or above workers have to expand the number of Emiratis in skilled positions by 2 percent annually.
- Firms that employ 20-49 employees, particularly those that are in the major developmental areas, need to recruit at least one Emirati employee by the date.
- The employers are encouraged to search and recruit qualified Emirati candidates on the Nafis platform.
The officials of MoHRE stressed that such methods should serve to establish an improved collaboration between the Emirati talent and the private sector.
Non-Compliance Will Bring Heavy Penalties
Companies that do not comply with the target will be fined and legally charged as of January 1, 2026.
Penalties include:
- There are fines for every Emirati worker absent.
- Downgrades in the classification of companies can restrict access to government services.
- Limits on permitting new work permits and other ministry approvals.
The government has also installed AI surveillance devices to detect fake Emiratisation, which sees citizens enrolled in the system as workers who are not actually working. These practices will attract severe legal consequences.
Rewards for Firms That Exceed Targets
Firms that exceed the objectives of their Emiratisation will be given great incentives by MoHRE, which include:
- Ministry service fee cuts up to 80%.
- Preferential treatment of government contracts.
- The right to the Emiratisation Partners Club membership exclusively.
These prizes are to encourage businesses to be active participants in the national employment policy, and to review the companies that are really promoting inclusion of Emirati.
A National Responsibility
MoHRE defined Emiratisation as a collective responsibility between the government and the companies. According to the ministry, the initiative enhances the long-term stability of the UAE because it makes the country create a high-quality domestic workforce and lessens its dependence on expatriate labor.
The authorities urged employers to audit their workforce information, validate the Emirati employment documentation, and make sure that there is compliance by the deadline of December.
